Its only job in life is to not fall into holes. So, yes, its supposed to do that. However, the operator may not have been doing what he/she should have been.

Do they use a small gas engine to fire up the diesels?

Most of the engines have block heaters and oil heaters which are used too bring things up to temperature before starting.
